Jennifer is an internationally recognized awarding winning urban planner, an entrepreneur, and the former Chief Planner of the City of Toronto. She is the recently named CEO of Creative Housing, a national organization that will develop, build and operate affordable rental housing at scale across Canada. An Distinguished Visitor in Residence Emeritus at the University of Toronto, Jennifer is the urban affairs contributor to Maclean’s magazine, and is the CBC’s urban affairs specialist. Jennifer’s TED talks include Walk to School, Own Your City, and Taxes, Democracy and our Shared Interest. Her widely acclaimed podcast can be found at invisiblecitypodcast.com.

I study immigration detention in urban contexts in the US and Spain. I am broadly interested in the spatial ramifications of the confluence of the securitization of migration and especially the deployment of migrant detention; precarious and unfree migrant labor; and discourses of nationalism, racial hierarchy, and exclusion.  I am particularly interested in three major tensions within this field:

1) between the freedom to move and state sovereignty and territoriality.

2) between the production/protection of state sovereignty and the production of a pool of cheap migrant labor

3) between liberal socio-legal frameworks and discourses of racial hierarchy and exclusion

My scholarly work explores how these tensions manifest in, shape, and are re-produced spatially in systems of migration detention and incarceration.  This research is under-girded by an interest in how systems of migration enforcement and management are actively contested and re-shaped by an array of non-state actors including migrants and people in detention.

  2. Inclusive Play – e.g., studies concerning inclusive playground designs and experiences, park space planning, and child/youth engagement in planning.
  3. Transport Planning and Design – e.g., studies focused on understanding and/or improving how people with disabilities experience access and inclusion during air travel, public transit, pedestrian travel, or medical trips.
